Scott Harford, P.E.

Scott Harford, P.E. is an Energy Engineer with the Penn State Facilities Engineering Institute (PSFEI). He is responsible for managing the Department of General (DGS) COSTARS Electricity Procurement program. Through expansion of the program, PSFEI clients have achieved $8.4 million in avoided electricity costs and identified more than $350,000 in refundable, incorrectly billed utility and supplier charges. With more than 35 years of regulated and de-regulated utility industry experience, Harford has held various positions in sales, marketing, business development, and engineering. Prior to joining PSFEI, Harford served as an account executive and project manager for PPL Energy Plus LLC and PPL Co.
